Who gets a W-9?

Form W-9 goes to the business that will pay you — not to the IRS. They use it to issue your 1099. Many requesters accept a signed PDF; if they have their own secure portal, use that instead of email.

Only send a W-9 to someone you're actually doing business with. Unexpected W-9 requests by email are a common identity-theft scam.
